The organisation

Perth & Kinross Council serves a population of 150,800 residents, with a strong focus on tackling poverty, promoting wellbeing, addressing climate change and building a resilient local economy. 

With around 6,000 employees across multiple locations, the Council wanted to make its employee benefits offering more accessible — helping to increase spending power and avoid in-work poverty

The challenge

Although benefits were already in place, they were spread across multiple platforms and procurement contracts. This made them difficult to access and time-consuming to manage. 

Limited internal resource meant benefits were not consistently promoted, leaving many employees unaware of the support available. Engagement was low, uptake was limited, and the HR team were spending unnecessary time maintaining fragmented systems — resulting in poor ROI at a time when cost-of-living support was critical.

The solution

Following a benchmarking exercise, the Council selected a comprehensive benefits platform that could consolidate its offering into one accessible, easy-to-manage solution. 

Key decision drivers included: 

  • Strong platform functionality and customisation 
  • Positive testimonials from existing clients 
  • An Employee Assistance Programme (EAP) with the highest level of clinical accreditation 

By bringing everything together into one convenient platform, employees could easily sign up and access benefits in one place. This removed the complexity of multiple contracts while reducing administrative burden. 

The solution also unlocked organisational savings through National Insurance and pension efficiencies. 

The result

The improved user experience made it clearer for employees to understand what was available and how it could support them. 

A structured sign-up process and onboarding communications programme encouraged engagement, leading to 2,172 employees registering within the first six months

In addition, the Council is now generating £1000s in additional savings every month through salary sacrifice solutions. 

Looking ahead, Perth & Kinross Council plans to build on this success, increasing engagement further and strengthening its position as an Employer of Choice
