About the Ministry of Justice

The Ministry of Justice (MOJ) is one of the UK’s largest government departments, responsible for courts, prisons, probation services and legal aid. 

Behind these essential services is a highly diverse workforce of more than 100,000 people, spread across multiple agencies, regions and roles. Supporting such a large and varied employee base requires systems that are simple, scalable and easy to access, without adding extra admin for central teams or managers. 

The MOJ wanted to modernise its approach to employee benefits, recognition and wellbeing, while creating a more consistent experience for people across the organisation. 

The challenge

The MOJ was managing multiple platforms and services, which made everyday processes harder to navigate for employees and more complex to manage centrally. 

At the same time, rising cost-of-living pressures meant employees needed practical, visible support they could feel in their day-to-day lives. Engagement and recognition were also key priorities, particularly for managers working across large, distributed teams. 

The goal was to bring everything together into a single, future-ready solution that could scale across the organisation and support employees more effectively.

The solution

The MOJ wanted to bring benefits, wellbeing and recognition into one easy-to-use platform. 

This approach gave employees a single place to access support, savings and recognition, while giving managers the flexibility to recognise their teams locally. Key elements of the solution included: 

  • Bringing benefits and recognition together in one platform 
  • Launching targeted salary sacrifice schemes and lifestyle savings 
  • Reintroducing the Free Gift Scheme with a £500k budget 
  • Offering flexible recognition tools with local budget control 
  • Supporting rollout with how-to videos, roadshows and self-serve communications tools to reach every region and agency 

By simplifying access and communication, the MOJ made it easier for employees to understand what was available and for managers to engage their teams consistently. 

The result

The impact was clear across engagement, recognition and usage. 

Between January and December 2024, more than 80,000 employees registered on the platform, representing nearly three quarters of the workforce. Recognition became more visible and more consistent, with over 117,000 recognition moments delivered and more than 1,600 managers actively recognising their teams. 

Employees also benefited from practical, everyday support. Discounts and offers delivered over £317,000 in employee savings, while the Cycle to Work scheme generated significant National Insurance savings. Gym memberships and wellbeing support saw strong uptake, helping to reinforce healthy habits across the workforce.

The Ministry of Justice continues to build on this foundation, delivering meaningful, practical benefits that meet the needs of a large and diverse public sector workforce. 

By simplifying systems and strengthening engagement, the MOJ is creating a more consistent and impactful employee experience at scale.
